Procurement procedures:

Q: In regards to the requirements of the No Child Left Behind Program, do school districts have to perform further procurement procedures even though the state provides a list of approved supplemental service providers to the districts?

A:  No. Since the process outlined in the NCLB legislation stipulates that the parents will be required to select the supplemental service provider from the State approved list, the district is precluded from any further procurement or selection procedures. However, the district should contact the approved vendors and obtain the fee schedule for the fiscal year to ensure the total fee will not exceed Federal guidelines and to facilitate the preparation of purchase orders.

Recording revenues for tutor provided to other districts for NCLB grant:

Q: A district has been selected to provide tutoring related to the No Child Left Behind Grant to other school districts. When the district bills for the tutoring, where should the revenue be recorded?

A: ARS 15-1108 provides for the establishment of a District Services Fund when a district provides goods or services to other school districts on a cost reimbursement basis. The USFR identifies the District Services Fund in the 950-989 fund number series.
