General Questions
Q: What is FROG?
A: FROG is a self-contained, database driven financial report writing software package designed specifically for state and local governmental entities.

Q: How easy is FROG to operate?
A: FROG is very user-friendly, however it is not intended to be a tool to "teach" fund accounting or financial statement preparation. Knowledge and experience in these areas is crucial and essential to utilize the full potential of FROG.

Q: Is FROG a spreadsheet?
A: No. FROG is a self-contained report writer. It comes loaded with the basic financial statements necessary for the old and new reporting models. It does offer the feature to export these models to an Excel® spreadsheet so that users can fully utilize all the analysis options available via that program.

Q: Does FROG address the requirements of GASB Statement No. 34?
A: Yes. FROG was designed specifically to meet the reporting requirements of GASB Statement No. 34.

Q: Will FROG help my organization receive reporting awards?
A: No guarantee can be given that awards such as the ASBO or GFOA certificates for outstanding CAFR's will be earned if FROG is used. What can be said is that over 300 entities that did receive both of the awards also used FROG in their financial statement preparation!

Q: How does FROG work?
A: The user sets-up an account structure (or chart of accounts) specific to each entity to be reported on. These account strings and account types dictate how FROG will generate financial statement reports. After data is entered into FROG from the final general ledger, the user can adjust or "polish" the numbers via journal entries prior to report production.

Q: Is FROG an accounting system?
A: No. FROG is a report writer. It converts the final general ledger numbers of your existing accounting system and allows you to adjust those numbers prior to printing out the reports in the pre- and post-GASB Statement No. 34 formats. What this means is that, contrary to what many say, it is unnecessary to purchase a new accounting system to conform with the new reporting model!

Q: How much training is necessary to be proficient with FROG?
A: The user-friendly interface of FROG makes it very easy to learn if accounting and financial presentation knowledge is already possessed. It is by no-means a program that will teach the user these subjects and it is recommended that only those with this background be in charge of its functions. If further training is desired, or if you just want hands-on experience with those that designed and use the software everyday, we encourage attending one of our FREE training sessions.

Q: Can I receive FROG training at my site?
A: Yes! On-site trainings are available to those interested. Please see the "Trainings" page for more information.

Q: Is CPE offered at the FROG trainings?
A: CPE credits are available for individuals who attend our training sessions.

Account Setup and Maintenance Questions
Q: What financial reports can FROG produce?
A: FROG produces the following:
  • Statement of Net Assets
  • Statement of Activities
  • Balance Sheet-Governmental Funds
  • Statement of Revenue, Expenditures and Changes in Fund Balances-Governmental Funds
  • Statement of Net Assets-Proprietary Funds
  • Statement of Revenues, Expenses and Fund Net Assets-Proprietary Funds

Q: Do I have to set up my own chart of accounts in FROG?
A: Not necessarily. With the purchase of FROG you will receive a standard chart of accounts that you may use. However, FROG provides the flexibility to set up your own customized chart of accounts.

Q: Our account structure contains 7 segments: Fund, Division, Function, Object, Location, Program and Unit. Which segments are necessary for our "F.R.O.G. account structure"?
A: F.R.O.G. requires the account code segments that specify the fund, asset, liability, revenue, expenditure, etc. Usually this is defined with the Fund, Function and Object account segments. Any extra segments are not queried by the F.R.O.G. program, and thus only serve as account code distinguishers.

Data Entry Questions
Q: How does my data get from the general ledger to FROG?
A: FROG allows for manual data entry, as well as data import. Data import is the automated option and consists of defining the account structure of the entity and inputting the actual, budget and prior period balances.

Q: How are all of my journal entries added to F.R.O.G.?
A: By entering the year-end account balances, the journal entries made throughout the year within your accounting software package are already included in the unadjusted F.R.O.G. balances. The only journal entries that need to be added to F.R.O.G. are the audit adjustments that may result from improper coding, accrual entries, government-wide adjustments, etc.

Financial Reports Questions
Q: How does F.R.O.G. distinguish the major funds for GASB 34 purposes?
A: F.R.O.G. allows the user to designate the major funds each year in the account code maintenance interface. Designating a fund as 'major' adds an extra column to the quick-data entry interface to allow for the input of the original budget. This column is necessary for the Budgetary Comparison Reports.
